Mr Gove, who was adopted as a four-month-old baby in 1967, said it was highly unlikely that he would have been so fortunate today. Only 60 children under the age of one were adopted in England last year out of a total of 3,600 of that age in care.

Adoption rates have dropped by 17 per cent in the past decade and children taken into care have to wait an average of two-and-a-half years to be adopted.

One of the sticking points has been a desire to place children in homes within their ethnic community. Guidance issued to social services departments last year said that the need to place a child in a stable home should override all other considerations, including ethnicity.

Mr Gove, whose department is in charge of children’s services, admitted that the guidance had failed to force many social services departments to “countenance” inter-racial adoptions. Black children in care were three times less likely to find an adoptive family than their white counterparts, he said.
